Federal Pioneer Stab-Lok Panels: A Plain Guide for Ontario Homeowners

Federal Pioneer Stab-Lok panels were installed in many Canadian homes from the 1950s to the 1980s. Today some home insurers ask about them, and many homeowners replace them during a sale, a renovation or an insurance renewal. Here is what you need to know, in plain words.

How do I know if I have one?

Open the panel door and look for “Federal Pioneer” or “Stab-Lok” on the label. If you’re not sure, send us a photo of the panel with the door open and we will tell you.

Is there a recall on Federal Pioneer Stab-Lok panels?

No, there is no Canadian recall of Federal Pioneer Stab-Lok panels. ESA did issue a safety notice (RCL97-05) for two Federal Pioneer Stab-Lok breaker models, NC015 and NC015CP, single-pole 15 A, made between August 1, 1996 and June 11, 1997. They have a square or rectangular blue handle with no hole, and they may not trip.

Breakers with black handles are not affected. Replacement breakers have a hole drilled in the blue handle, or a rounded, ribbed blue handle, and are not affected either. Read the ESA notice (PDF).

Why do insurers ask about Stab-Lok panels?

Some home insurers ask about or require replacing Federal Pioneer Stab-Lok panels. Every insurer has its own rules, so check with your broker. We give you a written assessment, and the ESA certificate after the work.

Do I have to replace it?

No, it’s not required by law just because of the brand. But if your insurer asks, if the breakers are damaged or overheating, or if you need more power (EV charger, heat pump, renovation), replacement is the safe choice.

How much does a panel replacement cost in Toronto?

Most 100 A to 200 A upgrades are $3,900 to $4,800 plus HST, with the ESA permit included. Same-size swaps can cost less. The utility’s disconnect fee is separate when it applies.

How long does it take?

Most panel replacements take one day, with the power off for most of it. We book the utility and the ESA inspection for you.
